The city of Minneapolis is self-indemnified (self-insured) for police brutality and misconduct claims.  In other words, the city budgets money in the general fund to cover these claims each year.  This means that taxpayers are directly on the hook for improper actions by police. This also means that there is no insurance company to apply a risk management strategy to the police department.  The city’s only real risk management strategy is to pursue phony charges on people who have been brutalized by police. 

This situation has cost the taxpayers $16.9 million in the last seven years, emboldened brutal officers to act with impunity, and denied justice to community members and their families. The city administration and city council have shown a serious lack of political will to hold police accountable, shutting down the Civilian Review Authority and refusing to discipline or fire brutal cops. 

The community has to find ways to hold police accountable and reduce incidents of police brutality and misconduct. Our charter amendment that would require officers to purchase their own professional liability policy (though the city could pay for it) with the idea that officers who engage in repeated acts of misconduct would eventually become uninsurable and, thus, unable to continue as police officers in the city.  We need to collect approximately 15,000 signatures by July 9, 2013 to get our measure on the ballot.

The political work of getting this amendment on the ballot will be done by Committee for Professional Policing, 4200 Cedar Avenue #5, Minneapolis 55407.  All funds raised at this event will go to this committee.
